The Stop Online Piracy Act (SOPA) appeared out of nowhere to most of us in late 2011; that it appeared at all seems to be the responsibility of the Texan Republican Lamar Smith who doesn’t seem to be over-qualified to propose rules, regulations and laws for the digital age.
